I’m confused here, since the video doesn’t show the lead up.

Are the announcers saying it’s offside because the attacker was offside on the original kick and the defender didn’t make a deliberate play on the ball? Or are they saying since the defender didn’t have control the attacker wasn’t allowed to touch it? It seems clear there was a foul in the box, so I’m trying to understand why they didn’t think there should be a penalty.
