Maybe Russia says internally that they have finished the nazis so the special operation is finished (so they ‘win’ officially to their people) but that they can’t leave Ukraine or they will come back.

The europeans are very worried about the war crossing countries. For the Americans it’s easier to say that because war is not at your door.
