He most likely doesn’t believe Ukraine is able to maintain their territory protected from Russia with NATO’s weapon supply, and for good reason, given how clearly this is demonstrated by the utter failure of the vaunted counter-offensive. In both cases the rioters sought to overturn the democratic election of a president, and in both cases they did so by storming the legislature. The difference is that the Maidan coup was successful. (Perhaps because of significant US support for it?)
